File &1 of set &3 was not found on device &4. (C R)

Message Long Text :

Cause . . . . . : All the files from set &3 are to be restored to library &2. However, file label &1 was not restored because the starting file label &1 specified on the FROMLABEL parameter of the Restore System/36 File (RSTS36F) command cannot be found on the diskette or tape in device &4.
Recovery . . . : Do one of the following:
-- Type C and press the enter key to cancel processing.
-- Place the diskette or the tape containing file &1 that is part of set &3 in device &4. Type R and press the Enter key to try the operation again.
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel processing.
R -- Try the restore operation again.
