HDLC connection time-out occurred on line &23. (C N R)

Cause . . . . . : A physical call on line &23 was connected successfully. However, the high-level data link control (HDLC) connection with the X.25 network was not established within the required amount of time. To save switched line costs, the system requires that an HDLC connection be established within 200 seconds following physical call connection. The network interface associated with the call is &30. The ISDN cause code associated with the call is &41 (&43 &44). The probable causes for the HDLC connection time-out are:
-- The connection initiation (CNNINIT) parameter value is not compatible with the value used by the X.25 network.
-- The X.25 network is not currently ready for switched X.25 access.
-- The X.25 DCE support (X25DCE) parameter value is not correct.
-- If the interface (INTERFACE) parameter in the line description is not *X31, the telephone number supplied in the connection number (CNNNBR) parameter is not correct.
-- If the interface (INTERFACE) parameter in the line description is *X31, the remote number (RMTNBR) parameter supplied in connection list entry &46 of connection list &45 is not correct.
Recovery . . . : Do one or more of the following:
-- Use the Work with Line Description (WRKLIND) command or the Work with Connection List (WRKCNNL) command to correct the parameters in error.
-- Contact your network administrator.
If the problem continues, report the problem (ANZPRB command).
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel the dial attempt to the X.25 network and all logical calls waiting for the connection. Any applications and subsystems that are waiting for an operation are notified that the logical call has been canceled.
N -- Cancel the dial operation to the X.25 network using line &23, and try to complete the pending logical calls. Depending on the values specified for the switched line list (SWTLINLST) and the switched line selection (SWTLINSLCT) parameters configured in each controller description, the system may choose a different line description to complete the call.
R -- Try the operation one more time when line &23 is available.
Technical description . . . . . . . . : The error log identifier is &22.
The error code is &40: A time-out occurred due to the HDLC connection establishment on a switched line.
