Call on line &23 failed. Data link occupied error. (C N R)

Message Long Text :

Cause . . . . . : The system could not make a connection with a switched line. The probable cause is:
-- A local DCE problem.
-- A remote DCE problem.
Recovery . . . : Do one or more of the following:
-- Call the remote operator to verify the remote system is operational.
-- Call the network administrator to verify the network is operational.
-- Turn off the power for the automatic call unit and then turn the power on again to reset it.
If the problem continues, press F14 to run problem analysis.
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel the dial attempt to the X.25 network and all logical calls waiting for the connection. Any applications and subsystems that are waiting for an operation will be informed that the logical call has been canceled.
N -- Cancel the dial operation to the X.25 network using line &23 and try to complete the pending logical calls. Depending on the values specified for the switched line list (SWTLINLST) and the switched line selection (SWTLINSLCT) parameters configured in each controller description, the system may choose a different line description to complete the call.
R -- Try the operation one more time when line &23 is available.
Technical description . . . . . . . . : The error log identifier is &22. The error code is &40. The error codes and their meanings follow:
42001272 -- During the call setup request, the data link occupied (DLO) signal is on before the call requested signal is started.
42001274 -- V.25 - Data link occupied (DLO) was not detected after raising call request (CRQ), or DLO did not drop after dropping CRQ. V.25bis - Clear to send (CTS) was on before Data terminal ready (DTR) was raised, CTS was not detected after raising DTR, or CTS fell before the dial sequence was sent.
