Call to controller &24 on line &23 failed. Time-out occurred. (C R)

Message Long Text :

Cause . . . . . : A time-out occurred while attempting to call controller &24 on line &23. The call was not completed within the time limit of the remote answer timer (RMTANSTMR parameter) specified in the line description. The probable causes for this failure are:
-- The remote system is not answering or the wrong number is being called.
-- The telephone line is not operational or is not connected to a modem.
-- A local hardware problem.
-- The remote answer timer (RMTANSTMR parameter) in the line description is set too low.
Recovery . . . : Do the following:
-- Verify that the remote system is operational and the connection number (CNNNBR parameter) in the controller description is correct.
-- Verify that the telephone line is operational and is connected to the modem.
-- Verify that the remote answer timer (RMTANSTMR parameter) in the line description allows sufficient time for the call to complete.
If the problem continues, press F14 to run problem analysis.
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel.
R -- Try again one more time.
Technical description . . . . . . . . : The error log identifier is &22.
The error code is &40: V.25bis call failure. The system did not detect data set ready (DSR) within the configured time limit.
