Message Long Text :

Cause . . . . . : The local system cannot complete the outgoing call for line &23 on network interface &30 because the network is not responding. The probable causes are:
-- A network problem.
-- If using a non-automatic terminal end point identifier, the value specified for the terminal end point identifier (TEID) parameter in the network interface is incorrect.
Recovery . . . : Do one or more of the following:
-- Verify that the network is operational.
-- If using a non-automatic terminal end point identifier, use the Work with Network Interface Description (WRKNWID) command to ensure that the value specified for the TEID parameter is correct.
Reply to the message.
If the problem continues, press F14 to run problem analysis.
Possible choices for replying to message . . . . . . . . . . . . . . . :
R -- Try the dial operation to the remote ISDN system again using line &23.
C -- Cancel the dial attempt to the remote ISDN system. Any applications and subsystems that are waiting for an operation will be informed that the call has been canceled.
N -- Retry the dial attempt to the remote ISDN system. Depending on the values specified for the switched line list (SWTLINLST) and the switched line selection (SWTLINSLCT) parameters configured in each controller description, the system may choose a different line description to complete the call. The SWTLINSLCT parameter is only valid for X.25 configurations.
Technical description . . . . . . . . : The error log identifier is &22. The error code is &40.
No responses were received in the required amount of time after multiple frames were sent by the local system to the network on the call control connection (SAPI=0) of the D-channel.
