Cause . . . . . : All reference IDs must be declared by a REVISION tag before referring to them. Reference ID &1 is referred to on the &2 tag but is not declared.
Recovery . . . : Declare the reference ID with a REVISION tag, or change the reference to it. Then try the request again.
