SNGVAL not allowed for list when first ELEM or QUAL is a constant.

Cause . . . . . : The following has occurred:
-- The statement in error defines a list using TYPE(label).
-- A SNGVAL is specified for the list.
-- The first ELEM or QUAL in the list is a constant.
Recovery . . . : Either remove the SNGVAL parameter from the list or change the list so that the first ELEM or QUAL statement is not defined as a constant.
