SUBSTR offset or length is not correct.

Cause . . . . . : You specified an offset or length that is not correct.
Offset and length must be positive numeric values. If the offset or length is a field, it cannot be floating-point. If the offset or length is a constant, the constant must contain a digit other than 0 and must not contain a decimal point.
Offset is the starting character position from the beginning of the value, and length is the number of characters that make up the substring. If length is not specified, the substring will start at the offset and continue to the end of the value. For a bracketed double-byte character set (DBCS) value, offset and length are given in number of bytes rather than number of double-byte characters.
Recovery . . . : Type a correct offset and length for the substring.
