&11 not allowed; user-defined sequence cannot be converted.

Message Long Text :

Cause . . . . . : You pressed &11 to set the collating sequence to the user defined collating sequence; the user-defined collating sequence cannot be converted to your job coded character set identifier (CCSID). Either there is no conversion from the CCSID of the sequence, or the conversion requires use of substitution characters.
Recovery . . . : You can set the collating sequence to Hexadecimal by pressing F14, or to your Query for i5/OS language sequence by pressing F15, or to the sequence for your job by pressing F17.
