File &14 must be program-described.

Message Long Text :

Cause . . . . . : The query output request tried to create an externally described file, but an authority holder exists for the file &14 in library &15. Only program-described files can be created over an authority holder.
Recovery . . . : If you want to create an externally described file, delete the authority holder (DLTAUTHLR), and then run the query again. If you want to create a program described file, use a System/36 environment procedure to run the query.
