Each pool has an activity level which is a number specifying the maximum number of jobs running concurrently. When a job tries to run but there are no more activity levels, that job must wait. This is a Wait-to-Ineligible transition (W->I). If this is divided by the number of Active-to-Wait transitions (A->W), which is a measure of the transaction throughput, the result should be less than the guideline listed above.
A higher activity level or more storage may reduce the activity level wait.
