Transaction AL11

I have SAP_ALL and SAP_NEW. I created a new profile just for AL11 which has
authorization to the transaction code and S_ADMI_FCD (System Admin
functions)= *all (and added it to me). At this point I think it's a 40B
thing.

46B had the same button. Check your authorizations to AL11.
