Transaction AL11
I don't think it's an authorization issue. We are at 4.5B, and there isn'ta menu nor button for configuration. Perhaps Volker or someone else might
know a $ or / code that allows this function in releases previous to 4.6X.
One other solution is to copy the program used by AL11 and add the desired
directories. Then, create a tcode, say ZL11 that calls the new program. We
considered this solution to help with displaying our interface directory
which was created off the global directory. For some reason, AL11 has code
to restrict the viewing of the global directory (try to view any file under
DIR_GLOBAL directory).

I have SAP_ALL and SAP_NEW. I created a new profile just for AL11 which has
authorization to the transaction code and S_ADMI_FCD (System Admin
functions)= *all (and added it to me). At this point I think it's a 40B
thing.
