Transports don't work after V5R1M0 upgrade

make sure that all <SID>OFR have the same password and that TMSADM is unlocked.

After upgrading the AS400 OS to V5R1M0, users cannot release
transports. We also cannot transport from DEV to TEST. The check
transport tool returns the following error info:

I patched the kernel to the latest level (797) and get the same error.
A 'tp connect D01' from the Operating System is successful.
Anyone seen this before?
