Having trouble applying latest version of SAPSECULIB
When I run the apyr3fix as DEVOFR, I received a message 2 security or
format changes occurred. I also see that the 2 objects (SAPSECIN and
LIBSAPSECU) were restored to R3QTEMP and not to any kernel library.

I checked the file on sapserv.
1. The objects where created by user R3INSTALL (2 security or format changes
occurred). The correct owner is R3OWNER.
2. The savefile doesn't contain a program R3INSTFIX which is called by
APYR3FIX to install the patch. You have to install the patch manually.
The point is that the name of the service program in 45B is LIBSSFSO and
since 46x it's LIBSAPSECU. I suggest to rename LIBSSFSO in your kernel
library and then to copy LIBSAPSECU from R3QTEMP to LIBSSFSO in your kernel
library. Now change the object owner to R3OWNER. I hope that solves your
problem.
