BW upgrade to 31C; CRTSHDINST command fails

Hi,

We're doing an upgrade of BW 21C to BW 31C and are in the prepare phase.
During the installation module the CRTSHDINST, create shadow instance, fails
with : Failed to create R/3 instance. SAP0899 message.

The above message and the below log extracts are from the QP0ZSYSC spoolfile
created by the process

Also in the log:

Message . . . . : Error on command CRTSHDINST SID(D70) INST(66).

Cause . . . . . : The system detected an error when trying to run command

CRTSHDINST SID(D70) INST(66). The message identifier received from the

command was CEE9901. Recovery . . . : See the details of message

identifier CEE9901 using the Display Message Description (DSPMSGD) command

to determine the errors. Correct the errors and then try the command
again.

still further in the log:

CPF24A3: Message . . . . : Value for call stack counter parameter not
valid.
Cause . . . . . : The value 5, specified for call stack counter parameter,

is not valid. The value was specified in parameter number 7 on the API.

Recovery . . . : Correct the value for call stack counter parameter and

try the request again. This value must be greater than or equal to 0 but

cannot be larger than the number of entries on the call stack.

We have updated the CRTSHDINST executable per note 500297. We have also
updated r3UP to 620-4 and R3TRANS and TP in R3UP.
When we try to execute the command form the commandline it fails in the same
way.

Anyone an idea what this error is and how it can be solved (we have also
opened an OSS ticket for this)
