creating users in new client error after n ew installation
You probably have a mismatch between the actual host name and the host name inthe instance, default, and start profiles. SAP is looking for the enqueue
server which is on the central instance. It can't find the central instance.

you could try and use CLRPFM for the tables USRBF, USRBF2 and USRBF3.
