According to the account data sheet, the account &1 is a referencing account. However, the account balances postings that were made without references. This means that the account data sheet was created without references at an earlier point in time and postings were made for this period. An account can only be open items maintained if it is generally referencing or - for general ledger accounts - is only ever posted in one accounting system.
