E:"Qty still open" negative or zero.

The attempt to use option "12=Full/Complete Delivery" or "14=Under Delivery" to assign order line &2-&3 to an ROG failed as the open quantity is &1 and the order line can therefore not be assigned. For full, complete or under-delivery, the quantity still open must be positive.
