E:No longer valid to change the barcode

For a trasaction with document type &1, asn attempt was made to change the barcode of the optical archiving of NCI documents. The link between the transaction and the document to be archived has already been established, however. It would not make sense to change the barcode now. The document was most likely assigned manually by another user or an incorrect assignment exists. The transaction number of the data record is &2.
