More than one DECLARE FILE statement for the same file reference

Cause . . . . . : The DECLARE FILE statement can be specified only once for each file reference number in the program. Each file reference number must uniquely identify the file and its formats to be used for externally described I/O.
Recovery . . . : Correct the condition described above.
