Message Long Text :

Cause . . . . . : BRMS is not correctly installed or recovered. QUSRBRM library may not be on the system and the BRMS product library QBRM has been recovered. BRMS can not control and protect media usage without QUSRBRM.
Recovery . . . : Recover the QUSRBRM library or correctly follow the BRMS recovery report.
