Unable to open file &1 in library &2.

Message Long Text :

Cause . . . . . : The file cannot be opened without commitment control because application &3 contains commitment control logic.
Recovery . . . : Use the Start Commitment Control (STRCMTCTL) command with lock level specified as *CHG or *ALL, or contact the application developer to remove all commitment control logic from the application.
Technical description . . . . . . . . : File &2 is not read-only. This application contains commitment control logic, so commitment control must be active whenever this file is opened to be updated.
