Starting file &1 for set &3 was not found on device &4. (C R)

Message Long Text :

Cause . . . . . : All files in set &3 starting with file &1 are to be restored to library &2. However, the files could not be restored because the starting file label &1 specified on the FROMLABEL parameter on the Restore System/36 File (RSTS36F) command was not found on the diskette or tape in device &4.
Recovery . . . : Do one of the following:
-- Type C and press the Enter key to cancel processing.
-- Place the diskette or tape containing file &1 that is part of set &3 in device &4. Type R and press the Enter key to try the operation again.
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel processing.
R -- Try the restore operation again.
