Not authorized to data on diskette in device &1 volume &2. (C R)

Message Long Text :

Cause . . . . . : The volume label for the inserted diskette indicates the diskette is secured. The user is not authorized to process files on this diskette. Security officer authorization is needed to process the data on this diskette.
Recovery . . . : Do one of the following:
-- Type C to cancel processing.
-- Load a different diskette and type R to try again.
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel the diskette file processing
R -- Retry the operation
