No authority to access data (C INZ R).

Message Long Text :

Cause . . . . . : You do not have authority to access data on volume &5 device &4. The error occurred while file &2 in library &3 was being processed. The accessibility byte in the VOL1 label indicates a protected volume. An ASCII tape is protected if the accessibility byte is filled with a character other than zero. An EBCDIC tape is protected if the accessibility byte is not a blank, the character zero, or the hexadecimal number zero.
Recovery . . . : Do one of the following:
-- Type C to cancel processing.
-- Type INZ to initialize the current volume to a volume that is not protected, destroying any files on the volume. Only the security officer may process the data on a protected volume.
-- Load the correct continuation volume in the tape drive, and then type R to try again.
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel file processing.
R -- Try volume open operation again.
INZ -- Initialize the current volume
