Cannot initialize tape on device &4. (C R)

Message Long Text :

Cause . . . . . : For reel tapes, the end of the tape reflective marker was found.
For cartridge tapes, the volume loaded cannot be used.
Recovery . . . : If the volume is a cartridge, type C to cancel, or load a different cartridge and type R to try to initialize again.
If the volume is a reel tape, the start of the tape reflective marker may be too close to the end of the tape marker, or the starting marker may not be correctly positioned on the tape.
Type C to cancel, or if the loaded tape must be used, do the following:
1) Move the reflective markers to correct problem.
2) Load the corrected volume on another tape device and specify VOL(*MOUNTED) CHECK(*NO) using the initialize tape (INZTAP) command.
3) Load the volume on device &4 and then type R to try again.
Possible choices for replying to message . . . . . . . . . . . . . . . :
R -- Try the operation again
C -- Cancel the operation
