System cannot call out on line &23. Line unusable at this time. (C N R)

Message Long Text :

Cause . . . . . : A timeout has occurred waiting for the previous connection over line &23 to disconnect.
Recovery . . . : Vary line &23 off (VRYCFG command) and back on again, then reply to the message.
If the problem continues, report the problem (ANZPRB command).
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel the dial attempt to the network. Any applications and subsystems that are waiting for an operation will be informed that the call has been canceled.
N -- Retry the dial attempt to the network. Depending on the values specified for the switched line list (SWTLINLST) and the switched line selection (SWTLINSLCT) parameters configured in each controller description, the system may choose a different line description to complete the call. The SWTLINSLCT parameter is only valid for X.25 configurations.
R -- Retry the dial operation to the network using line &23.
