LECS Configure failure on line &23. (C G R)

Message Long Text :

Cause . . . . . : The LAN Emulation Client (LEC) cannot connect with the LAN Emulation Configuration Server (LECS). The error code is &40.
Recovery . . . : Error codes and their meanings are:
1EC0860F -- Contact the provider of the LECS and have the provider increase the number of clients supported by the LECS.
1EC0870F -- The LECS has denied access to the LEC for security reasons. If the LECS provides the ability to change the access list, add the LEC to the list.
Contact the provider of the LAN Emulation Configuration Server (LECS) to change the LECS configuration identified by error code &40.
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel recovery and inform any applications that are waiting for an operation that recovery has been canceled.
G -- Start the automatic communications recovery again for line &23 as defined by the communications recovery limit (QCMNRCYLMT) system value.
R -- Try the operation one more time.
Technical description . . . . . . . . : The LEC sent an LAN Emulation configure request to the LECS and received a response with an error. The problem resides with the LECS.
Error codes and their meanings are:
1EC0860F -- There are insufficient resources in the LECS. Too many clients may already be using this LECS or the LECS has insufficient storage.
1EC0870F -- The LECS has denied access to the LEC for security reasons.
