Call from controller &24 not accepted during recovery. (C R)

Message Long Text :

Cause . . . . . : The system is trying to recover the connection to controller &24 following an error. During recovery, the controller tried to call the system on another logical channel. The system rejected that call.
Recovery . . . : Wait for the recovery to complete (approximately 7 minutes), then notify the remote system operator to try the call again.
Then do one of the following:
-- Type C to cancel recovery and to inform any applications that are waiting for an operation that the recovery has been canceled.
-- Type R to try the operation one more time.
If the problem continues, report the problem (ANZPRB command).
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel.
R -- Try again one more time.
Technical description . . . . . . . . : The error log identifier is &22. The error code is &40: On receiving a Request Inbound Logical Connection SRM response, the selected controller already exists (probably due to error recovery procedures (ERP) occurring on the associated logical channel). A packet-level time-out must occur on the logical channel that was previously allocated for use by the controller. After approximately 7 minutes (packet-level time-out plus one retry), the local system should be able to accept a call from the controller.
