Modem connection error on line &23. Potential modem problem. (C N R)

Cause . . . . . : The outgoing call for line &23 on network interface &30 cannot be completed because the local system has detected a modem error. The probable causes are:
-- Incorrect modem initialization string.
-- Modem connect failure.
-- Call cleared abnormally.
Recovery . . . : Do one or more of the following:
-- Check that the modem initialization string is correct in the connection list or in the line description.
-- Check that the remote modem is configured correctly.
Reply to the message.
If the problem continues, press F14 to run problem analysis.
Possible choices for replying to message . . . . . . . . . . . . . . . :
R -- Try the dial operation to the remote ISDN system again using line &23.
C -- Cancel the dial attempt to the remote ISDN system. Any applications and subsystems that are waiting for an operation will be informed that the call has been canceled.
N -- Retry the dial attempt to the remote ISDN system. Depending on the values specified for the switched line list (SWTLINLST) and the switched line selection (SWTLINSLCT) parameters configured in each controller description, the system may choose a different line description to complete the call. The SWTLINSLCT parameter is only valid for X.25 configurations.
Technical description . . . . . . . . : The error log identifier is &22. The error code is &40, and has the following meaning:
The error code is &40. Error codes and their meanings are:
42003290 -- Invalid modem initialization string. The initialization string in the connection list entry or line description was not valid.
42003291 -- Invalid modem initialization string. The initialization string in the connection list entry or line description was not valid.
42003292 -- Modem connection failure. The system was unable to establish a connection between the local system and the remote system.
42003294 -- Call cleared by abnormal modem termination.
