Call to controller &24 on line &23 failed. Modem command not valid. (C R)

Message Long Text :

Cause . . . . . : The modem received a command or command parameter from the system that was not valid. This could result from an error in the connection number (CNNNBR parameter) in the controller description or from a modem problem.
Recovery . . . : Consult your modem documentation, and correct the CNNNBR parameter in the controller description. Verify the modem operation and configuration.
If the problem continues, report the problem (ANZPRB command).
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel.
R -- Try again one more time.
Technical description . . . . . . . . : The error log identifier is &22.
The error code is &40: V.25bis call failure.
