Network interface &30 failed. Probable communication subsystem problem. (C G R)

Message Long Text :

Cause . . . . . : The system was trying to open a communications session; however, an error occurred indicating that there are not enough resources to build a minimum session.
Recovery . . . : Do one or more of the following:
-- Use the Vary Configuration (VRYCFG) command to vary off any network interface or line that is not being used and is on input/output processor (IOP) &26.
-- Use the Change System Value (CHGSYSVAL) command to increase the machine pool (QMCHPOOL) system value.
-- To lower the resource requirements for each IDLC line, use the CHGLINIDLC command to reduce the maximum frame size (MAXFRAME) parameter.
-- To lower the resource requirements for each X25 line, use the CHGLINX25 command to reduce the maximum frame size (MAXFRAME) parameter, the maximum packet size (MAXPKTSIZE) parameter, and the number of logical channels (LGLCHLE) parameter.
-- End any communications diagnostic programs (such as communications traces) if they are being run.
Then reply to the message.
If the problem continues, report the problem (ANZPRB command).
Possible choices for replying to message . . . . . . . . . . . . . . . :
C -- Cancel recovery and inform any applications that are waiting for an operation that the recovery has been canceled.
G -- Start the automatic communications recovery again as defined by the system communications recovery limit (CMNRCYLMT) configured for network interface &30.
R -- Try the operation one more time.
Technical description . . . . . . . . : The error log identifier is &22.
The error code is &40: No resources were available during an IPCF open operation.
