Cause . . . . . : Program &1 was not created in library &2 because *NOGEN was specified for the OPTION parameter on the Create Program (CRTPGM) command.
Recovery . . . : Change the OPTION parameter from *NOGEN to *GEN on the Create Program (CRTPGM) command, then try the request again.
