Access to ASP &1 is suspended.

Message Long Text :

Cause . . . . . : Access to ASP &1 is suspended. New transactions will not be allowed to start until access is resumed. Transaction quiescing used &2 of &3 available seconds. The reason code is &4.
Possible reason codes are:
0 -- Transaction quiescing completed successfully within the specified time.
-1 -- Transaction quiescing did not complete in the specified time. A larger timeout value is required to allow existing transactions to complete.
Recovery . . . : None.
