Record format &2 not in device file &1.

Message Long Text :

Cause . . . . . : Record format &2 specified on the RCDFMT parameter of the Declare File (DCLF) command does not exist in device file &1 in library &3.
Recovery . . . : Do one of the following, and then try the CRTCLPGM command again:
-- Change the record format name, device file name, or library name (FILE parameter).
-- Create the display file with the required record format (CRTDSPF command).
-- Change the file name or library name in the DCLF command in your source program.
