Cause . . . . . : The &1 command must be inside a DOWHILE, DOUNTIL, or DOFOR command group.
Recovery . . . : Change the program to specify the &1 command inside of a DOWHILE, DOUNTIL, or DOFOR group. Then try compiling the CL procedure again.
