Daylight Saving Time start cannot equal end.

Message Long Text :

Cause . . . . . : The values specified for the Daylight Saving Time start (DSTSTR) are identical to the values specified for the Daylight Saving Time end (DSTEND). Daylight Saving Time cannot start and end at the same time.
Recovery . . . : Specify different values for the Daylight Saving Time start or the Daylight Saving Time end.
