Start job log server command not allowed now.

Message Long Text :

Cause . . . . . : The start job log server command is not allowed at this time for reason &1. See reason &1 shown below:
1 - The job log server is currently in the process of ending.
2 - Subsystem &3 is ending.
3 - The system is in the restricted state.
Recovery . . . : The recovery for reason &1 is procedure &2:
1 - Wait until the job log server has ended, then try this request again.
2 - Wait for the subsystem to end. Then start the subsystem using the Start Subsystem (STRSBS) command. If the job log server is not automatically started when the subsystem is started, use the STRLOGSVR command to start it.
3 - Start the controlling subsystem using the STRSBS command. If the job log server is not automatically started, use the STRLOGSVR command to start it.
