Job queue held or not allocated by an active subsystem.

Message Long Text :

Cause . . . . . : Job queue &1 in library &2 is not allocated to an active subsystem, or it is held.
Recovery . . . : Use the Work with Job Queue (WRKJOBQ) command to find the status of the job queue and release it if held. If the subsystem is not active, use the Start Subsystem (STRSBS) command to start the subsystem that has a job queue entry for the queue.
