Message Long Text :

Cause . . . . . : File &1 does not reside in any of the libraries in the library search list. The fully qualified name that is required cannot be generated.
Recovery . . . : Change the file name or specify the library name (SGNDSPF parameter) or place the library containing the file in the library list (ADDLIBLE command). Then try the command again.
