User &1 not authorized to run backup.

Message Long Text :

Cause . . . . . : When backup is submitted to run in batch, it uses the authority of user &1. User &1 does not have either *SAVSYS or *ALLOBJ special authority.
Recovery . . . : Change job description *LIBL/QEZBACKUP to specify a user who has the required authority or contact your security officer to obtain the required authority for user &1. Then try your request again.
Technical description . . . . . . . . : When backup is submitted to run as a batch job, it searches the library list for job description QEZBACKUP and uses the first one it finds. If the job description specifies a user profile, the authorities of that user profile are used for the backup. If the job description does not specify a user profile, the user profile of the user who submits the job is used.
