File &1 in &2 not a program defined file.

Message Long Text :

Cause . . . . . : File &1 in library &2 is not a program defined file, and an authority holder exists in library &3 that prevents the rename operation from being processed. Only program defined files can be secured with an authority holder.
Recovery . . . : Either delete file &1 in library &2 or delete the authority holder for file &1 in library &3, and then try the request again.
