Password level change from &1 to &2 is not valid.

Message Long Text :

Cause . . . . . : The password level system value (QPWDLVL) cannot be changed from &1 to &2 in one step. The password level must be changed to a value of 2 and the system must be IPLed before the password level can be changed to &2.
Recovery . . . : Change the password level (QPWDLVL) to 2 and then IPL the system so the password level takes effect.
