User not authorized to change authorization list.

Message Long Text :

Cause . . . . . : The user is not authorized to change the authorization list for object &1 in library &3 type *&2. To change the authorization list securing the object, the user must be the owner or have either all object (*ALLOBJ) special authority or all (*ALL) authority to the object.
Recovery . . . : Have either the object owner or someone with *ALL authority change the authorization list, or omit the request.
