Ownership may not be changed for object &1 in &3 type *&2.

Message Long Text :

Cause . . . . . : The device was not varied on, therefore ownership of the device must be changed by the system. The system did not report changing the ownership.
Recovery . . . : Use the Display Object Authority (DSPOBJAUT) command to determine if the ownership was changed. Then try the command again if needed.
Technical description . . . . . . . . : The arbiter process did not report changing ownership.
