If MSGKEY is *TOP or X'00000000', MSGTYPE must be *NEXT or *PRV.

Message Long Text :

Cause . . . . . : Either hex zeros or *TOP was used in the MSGKEY parameter and the MSGTYPE parameter is not *NEXT or *PRV.
Recovery . . . : Either change the MSGKEY parameter, or use MSGTYPE(*NEXT) or MSGTYPE(*PRV) in the command.
