Inquiry or notify messages cannot be sent to *ALLACT.

Message Long Text :

Cause . . . . . : The TOUSR parameter had the value of *ALLACT and the MSGTYPE parameter had the value of *INQ or *NOTIFY. This is not allowed.
Recovery . . . : You must specify that the inquiry or notify message be sent to a specific user or the message type must be changed from inquiry or notify.
