Controller &24 not varied on. Reason code &1.

Message Long Text :

Cause . . . . . : Vary Configuration (VRYCFG) command failed for one of the following reasons:
--2201: Controller description &24 does not have any attached devices.
--2202: Controller description &24 is not attached to a line description.
--2225: A line in the switched line list has transmission group characteristics that do not match the other line characteristics in the list.
--2227: Controller description &24 is no longer supported.
--2276: Controller description &24 does not support TCP/IP but is attached to a line description which specifies a hardware resource (RSRCNAME parameter) that only supports TCP/IP.
Recovery . . . : Reason codes and their meanings follow. Do one of the following and then try the request again:
--2201: Do one of the following: Create a device description using the appropriate create device description command and attach the device to controller description &24. Or, delete the device description (DLTDEVD command) that should be attached to controller description &24, and then create the device description using the appropriate create device description command and attach the device to controller description &24.
--2202: Delete the controller description (DLTCTLD command). Create the controller description using the appropriate create controller description command and attach controller description &24 to an existing line description.
--2225: Either change the lines in the switched line list so that the transmission group characteristics match, or remove the lines that do not have matching transmission group characteristics from the switched line list.
--2227: If the controller is an APPC controller with link type (LINKTYPE parameter) *ILAN then delete the controller description (DLTCTLD command).
--2276: Change the controller description to specify a line (SWTLINLST parameter) that uses a hardware resource that supports the protocol required by the controller description.
