Line &1 cannot be varied on or off.

Message Long Text :

Cause . . . . . : If you are trying to vary off, then all of the attached controllers are not varied off. If you are trying to vary on, then the network interface that the line is attached to is not varied on, or the channel on the network interface that the line is attached to is not operational.
Recovery . . . : Do one of the following:
--Use the Vary Configuration (VRYCFG) command with *NET as the value for the RANGE parameter to vary off the line and all attached controllers and devices.
--Use the VRYCFG command with *NET as the value for the RANGE parameter to vary on the network interface and all attached lines, controllers, and devices.
--To vary on only line &1, first use the VRYCFG command with *OBJ as the value for the RANGE parameter to vary on the network interface, then use the VRYCFG command with *OBJ as the value for the RANGE parameter to vary on line &1.
--Ensure that the channel the line is attached to on the network interface is operational and then try the request again.
